Myanmar’s new military-led government has blocked Instagram and Twitter in an attempt to squash citizen resistance to the coup it staged earlier this week that ousted the country’s democratically elected government.

*** Singapore’s Mandatory Order to Install Surveillance Software ***

Singapore’s Education Ministry has made it mandatory for secondary school students to install tracking and remote access software on all laptops issued under a national digital literacy program, and on students’ personal devices that are used to attend classes online. The software allows school officials and teachers to go through a student’s web search history and remotely “view student screens [and] close distracting tabs” in order to “restrict access to objectionable material,” both during and outside of school hours. It also allows teachers to restrict the amount of time students use their devices.

*** Huge Data Leak Put 223m Brazilians’ Privacy at Risk ***

On 20 January, the largest personal data leakage in Brazilian history was discovered. The massive data sets were initially spotted by PSafe, a cybersecurity start-up, on a Dark Web forum and subsequently reported by Tecnoblog, a Brazilian tech portal. They exposed 223 million Brazilians.

According to a researcher these icons can be a security vulnerability that could let websites track your movement and bypass VPNs, incognito browsing status, and other traditional methods of cloaking your movement online. The tracking method is called a Supercookie.

1.Comunicare il rischio, in pandemia

“Come esseri umani siamo sempre stati costretti a cercare strategie per sopravvivere ai rischi che ci circondano.

La novità del periodo che stiamo vivendo sta nel fatto che il concetto di rischio ha forte valenza socio culturale e oggi ha una sua accezione specifica dominante nelle società industrializzate: noi concepiamo i rischi (R) come un evento che ha una probabilità (P) di accadere e che causa un certo danno (D).

Non è un’idea universale e neanche troppo moderna: nasce alla fine del Medioevo quando le assicurazioni marittime cercarono un modo per assicurare i carichi mercantili e iniziarono a sfruttare gli strumenti probabilistici sviluppati empiricamente dai giocatori d’azzardo.

Questo sistema funziona bene quando abbiamo una statistica solida, cioè quando un evento si verifica molto spesso (es. gli incidenti automobilistici, infatti è usato ancora oggi dalle assicurazioni). Non è così per tutti i rischi.

Esistono rischi emergenti, come le pandemie, che hanno incognite e incertezze.

In questi casi, lo strumento probabilistico, anche se potente, non funziona perfettamente.

Quando qualcuno vi parla di rischi e non di incertezze sta barando, perché nel momento in cui c’è di mezzo una probabilità l’incertezza è intrinseca in certi fenomeni e in alcuni è persino dominante.

L’incertezza però non è un’alibi per non agire: devo sapere che l’atteggiamento più salvifico è quello prudenziale, perché quello che non conosco e non vedo (la parte dell’iceberg sotto il livello del mare), può essere determinante nel salvarmi.”

È con questo incipit affascinante che il giornalista Giancarlo Sturloni ci fa entrare nell’universo della Comunicazione dell’incertezza nella diretta di ieri con la giornalista Elisabetta Tola e il nostro Alessio Cimarelli.

Qui in newsletter e sul magazine abbiamo sempre affrontato i limiti e le problematiche emerse in questi mesi nel campo della comunicazione dei dati legati alla pandemia: la mancanza di literacy, di cultura del dato, di trasparenza, e anche di coordinamento nella gestione dei dati tra regione e stato centrale. Nella diretta approfondiamo questo aspetto con Elisabetta Tola.

Ma quando da cittadini ci chiediamo oggi se “è stato fatto tutto il possibile per proteggerci? è stato fatto troppo? stiamo mettendo in ginocchio l’economia inutilmente?” bisogna tornare alla gestione del problema. In questo sta la capacità di pianificare e vedere l’incertezza come parte della vita quotidiana, anche quella di un’intera nazione: “come sono i tuoi piani pandemici?” chiede Sturloni alle persone che si occupano di comunicazione del rischio.

“Se succede adesso, un altro virus, un’altra epidemia, come la gestiamo?”

Il ruolo del cartografo non è solo l’analisi dei dati, è anche narrazione.
Molly Burhans, 26 anni, cartografa e ambientalista, ha iniziato a mappare i beni della Chiesa cattolica – che includono fattorie, foreste, pozzi petroliferi e milioni di acri di terra – per stimolarne un uso migliore. “Ci sono 1,2 miliardi di cattolici”, afferma nell’intervista, “se la Chiesa fosse un Paese, sarebbe il terzo più popoloso, dopo Cina e India”. Per questo vuole fare in modo che la comunità cattolica sia mobilitata come forza ambientale globale.

Il tasso di mortalità per Covid-19 dei nativi americani è il doppio rispetto a quello dei concittadini bianchi
A livello nazionale in USA 1 nativo americano su 475 è morto a causa di Covid dall’inizio della pandemia, in confronto a 1 su 825 americani bianchi e 1 su 645 neri americani.
Rispetto al crescente dibattito per l’esitazione dei vaccini nelle comunità di colore, l’Urban Indian Health Institute (UIHI) ha condotto il primo sondaggio nazionale per comprendere meglio le conoscenze, gli atteggiamenti e le convinzioni dei nativi americani. Circa il 75% dei partecipanti ha dichiarato che sarebbe disposto a ricevere un vaccino Covid – rispetto al solo 56% della popolazione generale degli Stati Uniti secondo un ampio sondaggio nel dicembre 2020. La stragrande maggioranza ritiene che ottenere il vaccino sia una responsabilità della comunità, anche se 3 su 4 si dimostrano preoccupati per la loro sicurezza.

I programmi europei su ID biometrici e passaporti sanitari
Il programma UE Horizon 2020 ha promosso l’industria biometrica molto prima del coronavirus, in particolare per sviluppare servizi per la polizia che coinvolgono tecnologie di sorveglianza ad ampio raggio come il riconoscimento facciale, fornendo finanziamenti per 1,7miliardi di euro tra il 2014 e il 2020. Allo stesso modo, la Commissione europea ha delineato una “Roadmap on vaccination” collegata a un passaporto sanitario digitale prima della pandemia, l’ultimo aggiornamento risale a fine 2019. Durante il World Economic Forum del gennaio 2020 il white paper sulle identità digitali ha parlato della necessità di cooperazione tra settore pubblico e privato e collaborazione tra i settori su tali ID, inclusi i servizi sanitari, di viaggio e finanziari.
